Acceptance into this program requirement:  A minimum of 7 years’ experience in local government management with at least 5 years supervisory experience as a municipal or county manager, assistant manager, or department director. Preference for admission will be given to applicants who have completed the Fellows program and Municipal and County.

Step 2:  A “Letter of Support” from your manager or supervisor must accompany your online application.

Attendance Policy: Once accepted, participants are expected to attend all sessions and events, including evening events. PELA is an immersive residential program where participants are together for the length of the program. Hotel accommodations are provided as part of the tuition cost, and it is required that you stay with the group at the hotel regardless of whether you are local. Scholarship Information:  Scholarships are available through the North Carolina City County Management Association and Civic Local Foundation.

North Carolina City and County Management Association members will receive a $500 tuition discount. A limited number of partial scholarships are available through the NCCCMA. The 2024 NCCCMA Scholarship Application is HERE and on the “Information Exchange” at the NCCCMA website.

The Civic Local Foundation scholarship is due by March 1 and June 1, 2024. This scholarship is open to members of Civic Federal Credit Union (Civic) and Local Government Federal Credit Union (LGFCU). Click HERE for the application.
